Surrender of certificate.—Every permit holder who ceases to carry on the use of a transport vehicle shall, within seven days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form 2 of the manner in which every permit held by him has been disposed of.
