Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the guarantee holder shall apply to the Public Accounts Committee in Form GFR 12-A for a duplicate, accompanied by a fee of one thousand rupees, and the Public Accounts Committee shall issue a duplicate certificate marked as such within forty-five days of the application.
