Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any guarantee holder dies, his legal representative shall, within fourteen days of the death, intimate the death to the Public Accounts Committee in Form GFR 21, surrender the certificate of registration to it and furnish a statement of every grant then held; and the Public Accounts Committee shall enter the intimation in the register within forty-five days of its receipt.
