Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee of an explosives magazine dies, his legal representative shall, within sixty days of the death, intimate the death to the Commissioner of Police in Form III, surrender the certificate of registration to it and furnish a statement of every explosive substance then held; and the Commissioner of Police shall enter the intimation in the register within seven days of its receipt.
