Conditions of registration.—Every owner of a building near a defence work shall carry on the erection of buildings near a defence work only at the premises specified in the certificate of registration, shall keep every notice of manoeuvres in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such notice of manoeuvres for inspection on request by the commanding officer, and shall not part with the certificate of registration to any other person.
