Surrender of certificate.—Every scrapping facility who ceases to carry on the scrapping of motor vehicles shall, within thirty days of such cessation, surrender the certificate of registration to the Transport Commissioner in person or by registered post, and shall inform it in Form 30 of the manner in which every register of vehicles held by him has been disposed of.
