Safe custody.—Every owner of a well on Government land shall keep every register of holdings to which these rules apply in a receptacle or place reserved for the purpose at the premises where the sinking of a well on Government land is carried on, shall record in Form 3 the description of every register of holdings so kept and the date on which it was received, and shall furnish a copy of the record to the Collector within ninety days of the close of each year.
