Application for registration.—Every pilot of a port carrying on the pilotage of vessels shall make an application for registration to the Director-General in Form 3, within sixty days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every bill of lading held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
