Surrender of certificate.—Every employer of foreigners who ceases to carry on the employment of foreigners shall, within ninety days of such cessation, surrender the certificate of registration to the Protector of Emigrants in person or by registered post, and shall inform it in Form D of the manner in which every declaration of renunciation held by him has been disposed of.
