Safe custody.—Every amateur radio operator shall keep every spectrum to which these regulations apply in a receptacle or place reserved for the purpose at the premises where the operation of an amateur radio station is carried on, shall record in Form H the description of every spectrum so kept and the date on which it was received, and shall furnish a copy of the record to the Universal Service Obligation Fund within forty-five days of the close of each year.
