Maintenance of premises.—Every amateur radio operator shall keep the premises where the operation of an amateur radio station is carried on in a clean and orderly condition, shall provide for every register of subscribers kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the operation of an amateur radio station, and shall furnish to the Universal Service Obligation Fund in Form A, within forty-five days of the commencement of these regulations, a plan of the premises showing the place so set apart.
