Safe custody.—Every organiser of a conference attended by foreigners shall keep every register of foreigners to which these rules apply in a receptacle or place reserved for the purpose at the premises where the holding of conferences attended by foreigners is carried on, shall record in Form E the description of every register of foreigners so kept and the date on which it was received, and shall furnish a copy of the record to the Government of Kerala within twenty-one days of the close of each year.
