Surrender of certificate.—Every licensee who ceases to carry on the sale of excisable articles shall, within fifteen days of such cessation, surrender the certificate of registration to the Excise Commissioner in person or by registered post, and shall inform it in Form E of the manner in which every transport pass held by him has been disposed of.
