Surrender of certificate.—Every dealer who ceases to carry on dealing in motor vehicles shall, within forty-five days of such cessation, surrender the certificate of registration to the State Transport Appellate Tribunal in person or by registered post, and shall inform it in Form 23 of the manner in which every insurance certificate held by him has been disposed of.
