Safe custody.—Every occupier of land near a monument shall keep every conservation plan to which these rules apply in a receptacle or place reserved for the purpose at the premises where the occupation of land near a monument is carried on, shall record in Form VIII the description of every conservation plan so kept and the date on which it was received, and shall furnish a copy of the record to the Hotel Classification Committee within seven days of the close of each year.
