Surrender of certificate.—Every teacher training institution who ceases to carry on the training of teachers shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Commission in person or by registered post, and shall inform it in Form E of the manner in which every course held by him has been disposed of.
