Surrender of certificate.—Every owner of a saw mill who ceases to carry on the running of a saw mill shall, within one hundred and eighty days of such cessation, surrender the certificate of registration to the State Board in person or by registered post, and shall inform it in Form III of the manner in which every tree held by him has been disposed of.
