Surrender of certificate.—Every mortgagee who ceases to carry on the taking of mortgages shall, within ninety days of such cessation, surrender the certificate of registration to the Chief Controlling Revenue Authority in person or by registered post, and shall inform it in Form E of the manner in which every certificate of stamp duty held by him has been disposed of.
