Maintenance of premises.—Every cable landing station operator shall keep the premises where the operation of a cable landing station is carried on in a clean and orderly condition, shall provide for every tower kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the operation of a cable landing station, and shall furnish to the Digital Communications Commission in Form D, within one hundred and twenty days of the commencement of these regulations, a plan of the premises showing the place so set apart.
