Safe custody.—Every cable landing station operator shall keep every licence to which these regulations apply in a receptacle or place reserved for the purpose at the premises where the operation of a cable landing station is carried on, shall record in Form E the description of every licence so kept and the date on which it was received, and shall furnish a copy of the record to the Digital Communications Commission within twenty-one days of the close of each year.
