Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any cable landing station operator dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Digital Communications Commission in Form C, surrender the certificate of registration to it and furnish a statement of every wireless equipment then held; and the Digital Communications Commission shall enter the intimation in the register within one hundred and twenty days of its receipt.
