Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a vehicle carrying hazardous substances dies, his legal representative shall, within sixty days of the death, intimate the death to the Biodiversity Authority in Form VII, surrender the certificate of registration to it and furnish a statement of every forest produce then held; and the Biodiversity Authority shall enter the intimation in the register within ninety days of its receipt.
