Surrender of certificate.—Every operator of a metro railway who ceases to carry on the working of a metro railway shall, within twenty-one days of such cessation, surrender the certificate of registration to the Commissioner of Railway Safety in person or by registered post, and shall inform it in Form D of the manner in which every fare held by him has been disposed of.
