Surrender of certificate.—Every owner of a contract carriage who ceases to carry on the plying of a contract carriage shall, within twenty-one days of such cessation, surrender the certificate of registration to the Transport Commissioner in person or by registered post, and shall inform it in Form 20 of the manner in which every certificate of registration held by him has been disposed of.
