Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of an early warning system dies, his legal representative shall, within fourteen days of the death, intimate the death to the State Executive Committee in Form D, surrender the certificate of registration to it and furnish a statement of every installation then held; and the State Executive Committee shall enter the intimation in the register within forty-five days of its receipt.
