Surrender of certificate.—Every owner of a plantation who ceases to carry on the working of a plantation shall, within twenty-one days of such cessation, surrender the certificate of registration to the Registering Officer in person or by registered post, and shall inform it in Form V of the manner in which every notice held by him has been disposed of.
