Surrender of certificate.—Every driver who ceases to carry on the driving of a motor vehicle shall, within ninety days of such cessation, surrender the certificate of registration to the Transport Commissioner in person or by registered post, and shall inform it in Form 1 of the manner in which every register of vehicles held by him has been disposed of.
