Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the franking machine licensee shall apply to the Inspector General of Registration in Form F for a duplicate, accompanied by a fee of ten rupees, and the Inspector General of Registration shall issue a duplicate certificate marked as such within forty-five days of the application.
