Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the whistle blower shall apply to the State Information Commission in Form B for a duplicate, accompanied by a fee of two thousand rupees, and the State Information Commission shall issue a duplicate certificate marked as such within fifteen days of the application.
