Application for registration.—Every seaman carrying on service on a ship shall make an application for registration to the Port Authority in Form 2, within twenty-one days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every berth held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
