Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a building in a vulnerable area dies, his legal representative shall, within three days of the death, intimate the death to the State Executive Committee in Form G, surrender the certificate of registration to it and furnish a statement of every no-objection certificate then held; and the State Executive Committee shall enter the intimation in the register within one day of its receipt.
