Surrender of certificate.—Every manufacturer of insecticides who ceases to carry on the manufacture of insecticides shall, within twenty-one days of such cessation, surrender the certificate of registration to the Insecticides Board in person or by registered post, and shall inform it in Form C of the manner in which every produce held by him has been disposed of.
