Surrender of certificate.—Every political party who ceases to carry on the functioning of a political party shall, within fourteen days of such cessation, surrender the certificate of registration to the District Election Officer in person or by registered post, and shall inform it in Form 2A of the manner in which every nomination paper held by him has been disposed of.
