Surrender of certificate.—Every institution for persons with disabilities who ceases to carry on the running of an institution for persons with disabilities shall, within ninety days of such cessation, surrender the certificate of registration to the Chief Commissioner in person or by registered post, and shall inform it in Form I of the manner in which every grievance held by him has been disposed of.
