Surrender of certificate.—Every dealer in arms and ammunition who ceases to carry on the sale of arms and ammunition shall, within fifteen days of such cessation, surrender the certificate of registration to the Commissioner of Police in person or by registered post, and shall inform it in Form VI of the manner in which every firearm held by him has been disposed of.
