Surrender of certificate.—Every cable operator who ceases to carry on the transmission of programmes by cable shall, within twenty-one days of such cessation, surrender the certificate of registration to the Advisory Panel in person or by registered post, and shall inform it in Form I of the manner in which every register of subscribers held by him has been disposed of.
