Surrender of certificate.—Every political party who ceases to carry on the functioning of a political party shall, within three days of such cessation, surrender the certificate of registration to the Election Commission in person or by registered post, and shall inform it in Form 8 of the manner in which every voting machine held by him has been disposed of.
