Surrender of certificate.—Every transporter of minerals who ceases to carry on the transport of minerals shall, within forty-five days of such cessation, surrender the certificate of registration to the Director of Mines and Geology in person or by registered post, and shall inform it in Form C of the manner in which every royalty receipt held by him has been disposed of.
