Surrender of certificate.—Every owner of a private service vehicle who ceases to carry on the use of a private service vehicle shall, within ninety days of such cessation, surrender the certificate of registration to the Government of Tamil Nadu in person or by registered post, and shall inform it in Form 20 of the manner in which every trip sheet held by him has been disposed of.
