Application for registration.—Every mortgagee carrying on the taking of mortgages shall make an application for registration to the Collector in Form E, within seven days of the commencement of these rules, accompanied by a fee of ten rupees and a statement of every stamp paper held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
