Surrender of certificate.—Every mortgagee who ceases to carry on the taking of mortgages shall, within sixty days of such cessation, surrender the certificate of registration to the Collector in person or by registered post, and shall inform it in Form B of the manner in which every allowance held by him has been disposed of.
