Surrender of certificate.—Every keeper of a departmental library who ceases to carry on the keeping of a departmental library shall, within thirty days of such cessation, surrender the certificate of registration to the Central Government in person or by registered post, and shall inform it in Form 4 of the manner in which every office order held by him has been disposed of.
