Application for registration.—Every operator of a plant carrying on the operation of a plant shall make an application for registration to the Divisional Forest Officer in Form II, within seven days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every monitoring report held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
