Surrender of certificate.—Every keeper of a commercial establishment who ceases to carry on the running of a commercial establishment shall, within ten days of such cessation, surrender the certificate of registration to the Chief Inspector in person or by registered post, and shall inform it in Form III of the manner in which every register held by him has been disposed of.
