Surrender of certificate.—Every importer of liquor who ceases to carry on the import of liquor into the State shall, within fourteen days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form D of the manner in which every excisable article held by him has been disposed of.
