Application for registration.—Every owner of a vessel carrying on the operation of a vessel shall make an application for registration to the Government of Maharashtra in Form 8, within twenty-one days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every cargo held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
