Safe custody.—Every advertiser on railway premises shall keep every register of consignments to which these rules apply in a receptacle or place reserved for the purpose at the premises where the display of advertisements on railway premises is carried on, shall record in Form F the description of every register of consignments so kept and the date on which it was received, and shall furnish a copy of the record to the Commissioner of Railway Safety within sixty days of the close of each year.
