Surrender of certificate.—Every printer who ceases to carry on the printing of a periodical shall, within twenty-one days of such cessation, surrender the certificate of registration to the Press Council in person or by registered post, and shall inform it in Form III of the manner in which every declaration held by him has been disposed of.
