Safe custody.—Every generator of hazardous waste shall keep every plastic packaging to which these rules apply in a receptacle or place reserved for the purpose at the premises where the generation of hazardous waste is carried on, shall record in Form V the description of every plastic packaging so kept and the date on which it was received, and shall furnish a copy of the record to the Environmental Appellate Authority within seven days of the close of each year.
