Application for registration.—Every registered elector carrying on the exercise of the franchise shall make an application for registration to the Election Commission in Form 17A, within twenty-one days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every account of election expenses held by him on the date of the application, and shall keep a copy of the application and of the statement for three days from that date.
